The MRC was formed in 1998 to implement a revitalization plan developed through a collaborative process involving citizens, the business community, and the county government.

Funding for MRC and its projects comes from aq number of public and private sources. An important function of MRC is to access state and federal grant funds. A 1987 Fairfax County bond is being tapped to fund undergrounding of utilities.
In 2004, the MRC received a $1,000,000 proffer contribution from Waterford McLean LLC. This money is being held in escrow to support a Main Street development concept, which is part of the revitalization plan.
The Community Business Center (CBC) is the geographic heart of McLean, but, by and large, it is an aging area. Even as McLean grew rich in amenities during the last half-century, much of the CBC remained static. Above-ground utilities and concrete streetscapes reflected a bygone era, even as McLean became a sought-after address throughout the region.
The MRC grew out of a series of community actions, beginning in 1996 with a county-funded study which resulted in the first McLean Revitalization Plan. The concept won community support in 1997 and the McLean Planning Committee (MPC) became actively involved. The MPC developed McLean Open Space Design Standards and drafted changes to the Fairfax County Comprehensive Plan.
The MPC Plan divided the CBC into 29 sub-areas with appropriate revitalization standards specified for each. In 1998, the MPC’s design standards were approved by both the Fairfax County Planning Commission and the Board of Supervisors.
With the support of McLean’s citizens, business community, and county government, the McLean Revitalization Plan lacked only a management entity to help bring the Plan to life. MRC is that entity.
The McLean revitalization Corporation was incorporated on April 24, 1998, as a 501(c)(3) nonprofit organization. An Executive Director and part-time staff were authorized and a Memorandum of Understanding between MRC and the Fairfax County Board specified details of their relationship.
